议题捆绑范梓腾《议题捆绑:数字政府建设中的注意力分配机制研究》系统剖析地方政府在数字政府建设中的政策行为、内部过程机制将丰富人们对当前这一如火如荼改革的系统理解,聚焦数字政府这一前沿领域,探讨地方政府在数字政府建设中的注意力分配机制,提出了“议题捆绑”作为内在主导逻辑的分析框架,综合运用新兴大数据文本挖掘以及扎实的田野调查等方法,首次构建反映过去近20年我国数字政府建设历程的独创数据库,系统揭示了该领域内议题注意力分配机制的模式特征。治理资源的缺失驱使数字政府履职部门在政策注意力分配中策略性地将数字政府与强势议题捆绑,并与弱势议题疏离。这进一步解释了在近年来全景式综合理性导向的改革背景下,地方政府缘何在数字政府建设中反而表现出对经济理性的强烈偏好。
