  This technical specification is established for the purpose to guide the electric power system construction of high speed railway, unify principal technical requirements, strengthen construction management, ensure construction quality.This technical specification is applicable to the electric power system construction of new high speed railway. The construction of the electric power system of intercity railway shall be implemented in reference to this Code.In the construction of electric power system of high speed railway, national laws, regulations and correlative technical standards shall be strictly implemented. The construction shall strictly be in accordance with design documents to satisfy system functionality and performance requirements, so as to guarantee normal operation within the design life. In the construction of electric power system of high speed railway, standardization management shall be strengthened in the four aspects, i. e. management system, staffing, field management and process control, so as to achieve the construction objectives of quality, safety, on-time completion, investment profitability, environmental protection and technical innovation etc.Electric power system construction of high speed railway should actively adopt advanced construction management approaches such as mechanization, member prefabrication in plant, specialization, information technology, etc.Electric power system construction of high speed railway should be conducted in a improved manner of civilized construction.The installation of box type substations for high speed railway shall take into account the actual condition9 and achieve risk management goals through risk planning, risk identifications risk assessment and risk control programs. Risk-related special construction program and contingency plans shall be developed.Electric power system construction of high speed railway, if involving heritage preservation, shall be carried out in accordance with relevant regulations and protection measures embedded in the design scheme,In the construction of electric power system of high speed railway, a technical scheme for energy efficiency and emission reduction shall be compiled in accordance with relevant legal policies and technical standards on resource-saving, energy efficiency and emission reduction in combination of the engineering characteristics and construction environment, and carried into execution after it's approved.In the construction of electric power system of high speed railway, various personnel shall take necessary training, and they are not allowed to take their posts before they are qualified in the training.In the construction of electric power system of high speed railway, document collection and rearrangement shall be carried out currently in sync with work progress and the documentation shall be systematic, intact, true and exact. Meanwhile, and document archiving management shall be done.
