With the rapid development of the power communications network， the digital synchronization network has become an important part in it and is the key to ensure the performance and quality of network synchronization. With the introduction of various new services and the rapid development of SDH transport network in electric power communications， a quicker development of digital synchronization network has become an urgent need. Therefore， it is imperative and necessary to develop a specification for engineering design of digital synchronization network， which may suit the electric power communications network and meet the future requirements for some time.
　　In the development of these specifications， the design experiences in the past decade are summarized. Through extensively referring to the engineering， operation practices and study results， while seeking comments from engineering， operation and management entities concemed， the drafiing panel endeavors to work out these specifications that can reflect the relevant requirements in respect of engineering， construction， and operation management.

This part is under jurisdiction of the Technical Committee on Electric Power Planning and Engineering of Standardization Administration of Power Industry.

This code has played a positive role in accelerating the power construction and enhancing the design level and technical standard of ash and slag damming since its promulgation in 1995. As new requirements have come out for the design of ash and slag damming in fossil fuel power plants with the deepening of reforms and technical progress in power industry， this code is to be revised accordingly.

《火力发电厂、变电所二次接线设计技术规程（英文版）（DL/T 5136-2001）》规定了发电厂、变电所电气二次线设计应遵循的原则及标准。适用于单机额定容量为12MW～600MW的新建火力发电厂及额定电压为35kV～500kV、单台变压器额定容量为5MVA及以上的新建变电所。扩建及改建工程可参照执行。
