城市空间形态与空气污染治理袁满 著近年来我国多地城市雾霾天气频发,严重威胁人民身体健康,以PM2.5为代表的空气污染物被推向风口浪尖。汽车尾气已成为我国城市空气污染的主要来源,而城市空间形态与交通出行、尾气排放、人群暴露关联密切,何种城市空间形态能更好地降低空气污染暴露亟待研究。本书综合采用GIS空间分析、遥感反演、数理统计、空间回归、情景规划、城市模拟等方法,探讨城市空间形态对空气污染暴露的影响机理及规划调控策略,主要包括以下内容:(1)基于我国城市截面数据,采用线性回归模型研究城市蔓延对空气质量的影响;(2)采用空间统计模型,基于全国PM2.5遥感反演数据,从机动车使用、绿化调节、污染物扩散、热岛效应四方面讨论城市空间形态与PM2.5浓度的关联;(3)采用规划决策支持技术,构建土地利用—交通—尾气一体化模拟模型,通过自下而上的模拟方法评价不同城市发展情景下机动车尾气排放的情况,定量评价城市空间形态对机动车尾气排放的影响;(4)利用位LBS手机大数据及PM2.5遥感反演技术,对PM2.5污染暴露水平进行评估,采用GIS空间分析及统计方法,探讨城市空间结构、土地使用、空间形态、道路交通、绿地与开放空间等城市规划要素对PM2.5污染暴露的影响作用。本书能够丰富健康城市理论,为城市规划设计与管理提供决策支持。 -

高速铁路路基工程施工技术规程中国铁路总公司This Specification is formulated to guide the construction of subgrade works for high-speed railways, unify the main technical requirements, strengthen the construction management and ensure the construction quality.This Specification is applicable to the construction of subgrade works for high-speed railways and shall be used as reference for construction of subgrade works of intercity railways.The construction of subgrade works for high-speed railways must be executed as per national laws and regulations and relevant technical standards, in strict accordance with the design documents,and to the extent that the requirements for safety,durability and system service functions of engineering structures are met and normal operation in design service life is guaranteed.In the construction of subgrade works for high-speed railways, standardization management shall be strengthened in four aspects, i. e. management system,staffing, site management and process control,and advanced mechanical,prefabricated,specialized and information aided construction management means shall be used to achieve the construction objectives in quality, safety, construction period, investment benefit, environmental protection and technological innovation.In the construction of subgrade works for high-speed railways, attention shall be paid to geological inspection and the construction of key links, such as ground treatment,production, supply and compaction of filling materials,treatment of approach embankments,retaining structures,slope protection and drainage, observation and evaluation of deformation and interface works, shall be well completed.In the construction of subgrade works for high-speed railways,strengthening of site management, strict requirements for construction procedures, rational division of construction sections based on process and improvement of HSE management level shall be achieved,In the construction of subgrade works for high-speed railways, risk management shall be done in consideration of actual conditions on site and by following the procedures of risk plan,risk identification,risk evaluation,risk assessment and risk control,and special construction plans and emergency response plans shall be prepared.If any cultural relics and historic sites are involved in the construction of subgrade works for high-speed railways,operation shall be stopped at once, a report shall be made to the department concerned and the site shall be protected.The construction shall be strictly carried out by taking protection measures approved by the administrative department of preservation of cultural relics.In the construction of subgrade works for high-speed railways, energy saving and emission reduction technology plans for engineering construction shall be prepared and implemented in accordance with relevant national regulations and technical standards on resource saving, energy saving and emission reduction and in consideration of the project characteristics and construction environment.In the construction of subgrade works for high-speed railways, practical construction program and operation instructions shall be prepared in accordance with the approved guiding construction program -
高速铁路电力牵引供电工程施工技术规程中国铁路总公司This specification is established to guide the construction of the traction power supply system of high-speed railways, unify principal technical requirements, strengthen construction management and guarantee the engineering quality.This specification is applicable to the construction of the traction power supply system of newly-built high-speed railways. For the construction of the traction power supply system of intercity railways, this specification shall be referred to.In the construction of the traction power supply system of high-speed railways, national laws, regulations and relevant technical standards shall be implemented. The construction must be strictly in accordance with the design documents to satisfy the requirements of the functions and performance of the system,so as to ensure normal operation within the design service life.In the construction of the traction power supply system of high-speed railways, standardized management shall be executed in aspects of management system, personnel allocation9 field management and process control etc.to achieve the construction objectives of quality, safety, construction schedule, investment benefit9environmental protection and technical innovation etc.Mechanization, member prefabrication in factory, specialization and information technology shall be adopted actively in the construction of the traction power supply system of high-speed railways.The level of HSE(Health, Safety and Environment) shall be improved in the construction of the traction power supply system of high-speed railways.During the construction of OCS (Overhead Contact Line System) of high-speed railways adjacent to operating OCS lines, as well as during the transportation and installation of traction transformers, risk management shall be well performed in accordance with the actual site conditions, by means of procedures of risk planning, risk identification, risk evaluation, risk assessment and risk control etc. ,and specific construction schemes and emergency counter plans shall be established as well.If the preservation of cultural relics is involved in the construction of the traction power supply system of high-speed railways, the construction shall be carried out in accordance with relevant management rules and designed protective measures.For the construction of the traction power supply system of high-speed railways, technical scheme for energy efficient and errussion reduction shall be prepared and implemented in accordance with the state regulations and technical standards on energy & resources saving and emission reduction, and with combination of the actual project characteristics and project environment.Various personnel for the construction of the traction power supply system of high-speed railways shall be specially trained and qualified before they take their posts.The main equipment, devices and materials used in the construction of the traction power supply system of high-speed railways shall conform to relevant current national, industrial and China Railway Corporation's standards, license-granting regulations and design requirements.
