  This specification was formulated for the purpose of unifying the technical requirements on the construction of high-speed railway signaling system projects, strengthening the technical management of the construction, and guaranteeing the engineering quality.This specification is applicable to the construction of high-speed railway signaling system projects and shall be taken as reference in the construction of inter-city railway signaling system proj ects.The construction of high-speed railway signaling system projects shall conform to Chinese laws and regulations and relevant technical standards, and shall be carried out strictly in accordance with the design documents.During the construction of high-speed railway signaling system projects, standardized management concerning the management system, the staffing, the field management, the process control, etc. shall be strengthened in order to realize construction objectives related to quality, safety, construction period, benefit of investment, environment protection and technology innovation and etc.Construction of high-speed railway signaling system shall actively implement the concept of mechanization, prefabrication, specialization, and informatization.Proper conduct shall be advocated in the construction of high-speed railway signaling system.Heritage sites involved in the construction of high-speed railway signaling system projects shall be properly protected according to relevant regulations and designed protection plans.Risk management including risk management plan, risk identification9 risk assessment, risk evaluation, risk control and other procedures shall be well implemented according to the on-site situation of high-speed railway signaling system, and special construction schemes and contingency plans shall also be established.According to relevant national regulations and technical standards on resource conservation, energy saving and emission reduction, the technical scheme on energy saving and emission reduction for the construction of high-speed railway signaling system shall be formulated and implemented with consideration of the actual engineering characteristics and construction environment.Staff involved in the construction of high-speed railway signaling system shall receive necessary training, and be qualified before taking up their posts.Documents shall be collected and handled along with the construction of Fugh-speed railway system, and be kept complete, reliable and accurate, Archiving shall conform to the requirements of relevant regulations.The main equipment and devices for the construction of high-speed railway signaling system projects shall conform to the relevant national standards, industry standards and company standards of China Railway Corporation, and also the industry admittance regulations and design requirements.The position and installation of trackside equipment of high-speed railway signal system projects must not intrude into the structure gauge of railway buildings.
