该书以“两岸关系和平发展制度化”为研究主题，在考察和平发展思想提出过程与背景、和平发展局面面临机遇与挑战的基础上，探讨两岸关系和平发展时期的内涵、阶段、特征、任务、矛盾、动力、主体等相关理论概念。全书分六个部分：绪论部分介绍课题研究目的、意义、研究现状、理论方法、基本思路；章内容为两岸关系和平发展理论概述；第二章内容为两岸关系和平发展的制度化框架； 第三章内容为两岸关系和平发展制度化的路径选择； 第四章内容为和平发展阶段两岸政治定位研究；第五章内容为台湾地区的“靠前参与”和两岸“主权共享”理论探讨。

本书在区域协作治理绩效的相关概念与理论基础上，确定三大典型公共事务协作领域（旅游、大气污染防治和流域治理）作为研究对象，进而提出跨区域公共事务协作治理绩效的通用评估框架。然后，针对三大跨区域公共事务协作治理领域的典型协作区和协作政策，利用区域协作治理绩效的通用评估框架，对协作治理进行绩效测量和协作政策效果评估。最后，在评估基础上，找出问题并提供绩效改进措施。该书对于政府绩效评估与政策评估研究具有一定的学术参考价值。
