中国历来言必信、行必果。在第三届进博会上宣布的扩大开放举措已经基本落实。海南自由贸易港跨境服务贸易负面清单已经出台，自由贸易试验区改革创新不断推进，外资准入持续放宽，营商环境继续改善，中欧投资协定谈判业已完成，区域全面经济伙伴关系协定国内核准率先完成。

The Development of Chinas News Media Report is compiled by the All-China Journalists Association to track and record the development of news media in China on a regular basis. Since the release of the 2020 edition，faced with opportunities and challenges brought by in-depth media convergence， Chinas news media industry has undergone some changes and made some progress，which we hope to capture as much as possible in this 2022 edition.The data for 2020 and 2021 came from the Cyberspace Administration of China， the National Radio and Televi-sion Administration， the National Press and Publication Administration and some news media outlets. The School of Journalism and Communication of Renmin University of China drafted the report. The final report was trans-lated and published by Foreign Languages Press.We are deeply indebted to the above institutions and all the others for their hard work and contribution to this report.

“万物各得其和以生，各得其养以成。”生物多样性使地球充满生机，也是人类生存和发展的基础。保护生物多样性有助于维护地球家园，促进人类可持续发展。昆明大会以“生态文明：共建地球生命共同体”为主题，推动制定“2020年后全球生物多样性框架”，为未来全球生物多样性保护设定目标、明确路径，具有重要意义。国际社会要加强合作，心往一处想、劲往一处使，共建地球生命共同体。人与自然应和谐共生。当人类友好保护自然时，自然的回报是慷慨的；当人类粗暴掠夺自然时，自然的惩罚也是无情的。我们要深怀对自然的敬畏之心，尊重自然、顺应自然、保护自然，构建人与自然和谐共生的地球家园。绿水青山就是金山银山。良好生态环境既是自然财富，也是经济财富，关系经济社会发展潜力和后劲。我们要加快形成绿色发展方式，促进经济发展和环境保护双赢，构建经济与环境协同共进的地球家园。新冠肺炎疫情给全球发展蒙上阴影，推进联合国2030年可持续发展议程面临更大挑战。面对恢复经济和保护环境的双重任务，发展中国家更需要帮助和支持。我们要加强团结、共克时艰，让发展成果、良好生态更多更公平惠及各国人民，构建世界各国共同发展的地球家园。

中华全国新闻工作者协会组织编写《中国新闻事业发展报告》，定期对中国新闻事业发展状况进行跟踪记录。自2020年发布上一期报告以来，中国新闻事业面对媒体深度融合时期的机遇和挑战，出现一些新变化、新发展，本期报告（2022年发布）尽可能予以反映。国家互联网信息办公室、国家广播电视总局、国家新闻出版署和部分新闻媒体为报告提供了2020年及2021年的新数据材料。中国人民大学新闻学院承担了本次报告起草工作。外文出版社承担了翻译及出版工作。

本届进博会是在特殊时期举办的。突如其来的新冠肺炎疫情给各国带来严重冲击，也给世界经济带来重创。中国在确保防疫安全前提下如期举办这一全球贸易盛会，体现了中国同世界分享市场机遇、推动世界经济复苏的真诚愿望。
